中国热带农业科学院外国留学生管理暂行办法

第一章 总则

第一条 为维护外国留学生在我院学习期间的正常秩序,促进我院同相关国家开展教育和学术交流与合作,依据国家相关规定,结合我院实际情况,制订本办法。

第二条 本办法适用于我院与华中农业大学等单位联合招收,并在我院学习的外国留学生。

第三条 各研究所(中心、站)是留学生在院学习期间管理的责任主体,研究生处和国际合作处负责协调和统筹管理。

第二章 入学管理

第四条 留学生抵院24小时内,须携带护照、签证等相关证件,在院保卫部门的协助下到当地辖区派出所办理居留手续

第五条 各单位应组织留学生在到院一周内填写《中国热带农业科学院留学生到院学习登记表》,报院研究生处备案。

第六条 所在单位和导师要对留学生进行入院学习教育,帮助留学生了解我国的国情、风俗习惯和法律制度,介绍院所基本情况和相关规章制度,做好安全教育。

第三章 住宿管理

第七条 考虑风俗和生活习惯不同,留学生在院学习期间,住宿环境应相对独立。

第八条 后勤服务中心负责在海口和儋州学习的留学生的住宿管理。在海口和儋州住宿的留学生,所在单位要提前与后勤服务中心联系安排住宿,住宿费用和宿舍配置等按相关单位与后勤服务中心签订的《住宿委托管理协议》执行,留学生必须遵守相关住宿管理规定;不在海口和儋州住宿的留学生,由所在单位安排住宿,并做好留学生的住宿管理工作,确保留学生住宿安全。无特殊情况,不允许留学生在院所指定地点以外住宿。

第四章 日常管理与教育

第九条 导师结合留学生的思想状况,对留学生进行勤奋学习、遵守法纪、团结友好等方面的教育。

第十条 留学生应当遵守我国的法律、法规及院所的规章制度和纪律,尊重我国的社会公德和风俗习惯。禁止酗酒、打架斗殴、赌博、吸毒、传播和贩卖非法书刊与音像制品等违反治安管理规定的行为。留学生在我院学习期间不得就业、经商,或从事其他经营性活动。

第十一条 各单位结合实际情况,可允许留学生参加院所组织的各类学术及文体娱乐活动。原则上,不准留学生接触各类保密事项及保密文件材料。

第十二条 尊重留学生的宗教信仰和风俗习惯。

第五章 外出管理

第十三条 留学生不得擅自离开所在单位。确实需要外出的,必须征得导师和所在单位研究生管理部门的同意并办理请假手续。离开所在单位时间在一周内(1-7天),由留学生提出书面申请,导师同意,报所在单位研究生管理部门审核备案;一周以上,由留学生提出书面申请,导师同意,报所在单位研究生管理部门审批,并报院研究生处备案。学生在国家法定节假日期间离开所在单位,须征得导师同意,并在规定时间内返回。

第十四条 留学生外出参加调查研究、学术活动等,一般要与导师课题组相关人员共同出行,并严格按计划进行。

第六章 培养管理

第十五条 留学生的开题报告、中期考核和学位论文答辩及中国政府奖学金资助申请等按照留学生所在高校的规定执行。各单位管理部门要积极协助留学生所在高校和导师完成论文开题报告、中期考核和论文答辩等具体工作,并按要求将相关材料报送院研究生处备案,同时按规定向留学生所属高校报送相关材料。

第十六条 留学生在我院学习期间,必须遵守相应的学术道德规范,不得有故意捏造、纂改实验数据或结论,抄袭、剽窃他人的学术观点、实验数据或研究结果等学术不端行为。导师是留学生学术道德监督管理的第一责任人,要在科研实践中培养留学生良好的学风,严格要求留学生遵守学术道德规范。

第十七条 留学生发表与导师课题相关的学术论文,申报相关科研成果,必须经过导师同意。

第十八条 留学生参与所在单位的课题研究,导师或所在单位要根据留学生的日常表现、研究结果、科研成果等酌情给予一定的科研补助。

第七章 毕业离院管理

第十九条 毕业的留学生在回校办理离校手续前,要先按照要求办理毕业离院(所)手续,与导师课题组做好研究数据、实验材料等交接手续,仪器、图书和相关资料要及时归还。

第二十条 所在单位要组织留学生填写《中国热带农业科学院留学生离院登记表》,按要求提交院研究生处备案。

第八章 附则

第二十一条 承担留学生培养任务的导师享受与培养国内研究生同样的津贴待遇。

第二十二条 留学生的课程学习、休学与退学、毕业与学位授予、奖励与处分等未尽事宜按照所在高校相关规定办理。

第二十三条 留学生在院学习期间 违反院所相关规定的,须及时报告给所在高校,根据严重程度,由所在高校给予记过、留校察看、勒令退学或开除学籍等相应处分;有违反我国相关法律法规定行为的,将由司法机关依法进行处理。

第二十四条 本办法自发布之日起开始实施,由院研究生处负责解释。

Interim Measures for the Administration of

International Students of Chinese Academy of Tropical Agricultural Sciences

Chapter 1 General Provisions

Article 1 To promote the international academic exchanges and cooperation for Chinese Academy of Tropical Agricultural Sciences (CATAS) and facilitate the study and living for international students, the Interim measures for the Administration of International Students of CATAS are formulated according to the actual conditions of CATAS and the related administrative regulations of Chinese government.

Article 2 The Measures are applied to all international students studying at CATAS.

Article 3 Each institute of CATAS is responsible for the daily management and education of international students. Postgraduate Management and International Cooperation Divisions of CATAS areis responsible for the overall management and coordination.

Chapter 2 Admission Management

Article 4 International students are supposed to apply for residence permits from a local police station within 24 hours after arrival at CATAS, with the help from the Security Office of CATAS. The documents including passport, visa and other related documents are needed.

Article 5 Host institutes must help international students to fill-in the Registration Form of Admission for International Students of CATAS, and submit to Postgraduate Management Division within one week after students’ arrival.

Article 6 Host institutes and tutors should help the international students to study and understand Chinese customs, laws and regulations, and general rules of CATAS before their initial of research work.

Chapter 3 Accommodation Management

Article 7 Accommodation for international students should be arranged according to their customs and living habits.

Article 8 Service Center of CATAS Headquarters is in charge of accommodation management of international students living in Haikou and Danzhou. To ensure international students’ security, iInstitutes in Haikou and Danzhou should contact with Service Center of CATAS Headquarters for accommodation according to “The accommodation order management agreement” with the help of each institute; Institutes outside of Haikou and Danzhou must provide accommodation for international students independently.

All international students must abide by the relevant accommodation rules formulated by CATAS or Institutes. Except special situation, international students are not allowed to live at the non-regular accommodation.

Chapter 4 Daily Management and Education

Article 9 Student’s tutor is responsible for ordinary education of international students on healthy mental and social activity, lawful performance, and solidarity and friendship, and etc.

Article 10 International students must abide by the laws and regulations of People’s Republic of China, rules and regulations, disciplines of CATAS and Institutes. International students must respect Chinese social morality and customs. Acts violating the administration of public security are prohibited, such as excessive drinking, fighting, gambling, drug addicting, trafficking illegal books and media. Taking part-time job when studying at CATAS is not allowed either.

Article 11 International students are not allowed to contact the confidential items and documentsparticipate in any political activities. They are allowed to take part in any academic and entertainment activities organized by CATAS or Institutes.

Article 12 The original customs and religions of international students are respected.

Chapter 5 Departure Management

Article 13 Without permission, international students are not allowed to leave their institutes of CATAS. If a leave is necessary, they must apply for permission from their tutors and the administrative department on postgraduate in institutes.

1) Less than seven days leave, they must write a paper application and ask for approval from their tutors, and archive the application to the administrative department in host institutes.

2) More than one week leave, they should write a paper application and get permission from their tutors, and archive the application to both the administrative departments of their host institutes and the Postgraduate Management Division of CATAS.

3)  If the students plan to leave their institutes during China’s national holidays, they should obtain permission from their tutors and return within the preset-time.

Article 14 In general, when international students participate in investigation and other academic activities outside, they should go with their team members and stick to the schedule.

Chapter 6 Training Management

Article 15 Relevant procedure of training program such as thesis proposal, mid-term examination, thesis defense and Chinese Government Scholarship application will be processed in accordance with the regulations made by international students’ universities.

Article 16 International students must abide by relevant academic ethics. Acts of academic misconduct such as fabricating and tampering with data and conclusion, plagiarizing the academic point, the experimental data or results of the study are in prohibited.

Article 17 Without tutors’ permission, international students are not allowed to publish any thesis and declare scientific research achievement.

Article 18 The tutors or institutes may award international students the research grants depending on international students’ daily performance, research results and scientific research achievements.

Chapter 7 Graduation and Departure

Article 19 Before graduation and leaving CATAS, international students should hand over all research data, experimental materials and etc. to tutors.

Article 20 International students must fill in the form for Departure and record it to Postgraduate Management Division of CATAS.

Chapter 8 Supplemental Provisions

Article 21 Subsidy of tutors for training international students is equal to training domestic postgraduates.

Article 22 Matters not covered herein such as course learning, suspending and withdraw, graduation and degree conferring, rewards and punishment must be handled according to the relevant regulations made by students’ university.

Article 23 A student who violates the rules and disciplines of CATAS when studying in CATAS will be reported to his/her university and be punished with demerit recording, disciplinary probation, being expelled from school or being forced to quit school in accordance with the seriousness of the circumstances.

Those violating related administrative regulations of Chinese government will be handed over to the judicial department to investigate and affix the criminal responsibility.

Article 24 These measures shall go into effect as of the date of promulgation. The Postgraduate Management Division of CATAS is responsible to explain the items in this regulation.
