Main Responsibilities
Primarily responsible for the financial and economic management, fiscal budgets and final accounts, supervision of special funds, and asset management of the Academy.
1. Responsible for organizing the budget and final accounts management of the entire Academy. Prepares departmental budgets, final accounts and expenditure plans for the Academy; organizes and supervises the execution of budgets and the management of budget performance across the Academy.
2. Responsible for organizing the management of state-owned assets, government procurement, and housing reform across the Academy; responsible for organizing land maintenance and rights protection management; responsible for leasing of housing assets at the Academy's own level, and for the determination, approval (or record-filing), and supervision of the base price of housing assets used as the subject matter for external cooperation.
3. Responsible for supervising the budget execution of major special programs and for the financial management of capital construction across the Academy; takes the lead in organizing repair and procurement projects and their acceptance inspection, and is responsible for organizing the planning, acceptance of applications, review, implementation, and evaluation of repair and procurement projects for the purchase and upgrading of instruments and equipment.
4. Responsible for the centralized treasury payment management, bank account management, non-tax revenue management, and receipt/invoice management for the Academy's government finance.
5. Responsible for organizing and implementing the financial and economic management of the Academy headquarters, and for guiding and supervising the operational management of the Academy's platform institutions that are placed under the professional oversight of this division.
